The Wood County Internet Council (WCIC) traces its origins to early 1995. It was at that time that a group of individuals representing all walks of Wood County life made the decision to pursue the development of a community network. On March 15, 1995, the WCIC met for the first time. In very short order a plan was in place that included a network and servers to be located at Bowling Green State University along with a bank of modems for local connectivity. For account holders living outside of the local Bowling Green calling area, the WCIC plan provided for the installation of additional computer networks and modems at several public libraries. The WCNet is the result of the generous financial support of a number of organizations, communities and individuals. WCNet opened its doors to the public on October 15, 1995.

WCNet is mainly a volunteer organization. Since most volunteers cannot take time off from their vocations, there are some paid staff. However, the largest segment of support comes from volunteers who donate their time to cover help desk activities, system support, web development, as well as other support functions.
